WiFi Won't Fix Poverty, But It Might Save Lives
We've been asking the wrong question about connecting remote African villages to the internet. It's not whether technology improves lives - it's which technologies, deployed how, and for whom. The data from recent connectivity projects reveals uncomfortable truths about digital colonialism and genuine progress.
When Starlink satellites began beaming internet to rural communities across Rwanda, Kenya, and Nigeria in 2024-2025, the Silicon Valley narrative was predictable: connectivity equals prosperity. The evidence on technology's impact on quality of life in developing regions is genuinely mixed, and context is everything. When Elon Musk's Starlink expands across Africa, who owns the data flowing through those satellites? Who decides what content gets prioritized? Why are we celebrating internet access in villages that still don't have reliable electricity or clean water, as if downloading apps solves dysentery?
Technology absolutely can improve quality of life in remote communities, but only when it's deployed in service of locally-defined priorities, not Silicon Valley's quarterly earnings. Mobile money works because it solved a real African problem (financial exclusion) with African innovation. M-Pesa was developed in Kenya, for Kenyans, by understanding how people actually lived. Compare that to Facebook's Free Basics, which presumed to decide what internet access should look like for billions of people who had no say in the design. The former revolutionized economies. The latter got banned as exploitative.
We need to stop asking "does technology improve lives?" as if it's a simple yes-or-no question. The right question is: Which technologies, governed by whom, deployed in what sequence, with what safeguards against exploitation? Give a remote village solar power, clean water infrastructure, and locally-controlled connectivity, and yes, lives improve measurably. Drop in subsidized smartphones with expensive data plans, foreign-controlled networks, and no local content, and you've just created a new form of dependency. Technology is a tool. Right now, too many people are using that tool to pry open new markets rather than genuinely empower communities.
What Happens Next
Within the next 18-24 months, we'll see the real test of Starlink's Africa expansion as the novelty wears off and communities confront the ongoing cost. Initial subsidies will expire, monthly fees will rise to $50-100, and many villages will face a harsh choice: maintain satellite internet or invest in water pumps, school supplies, and medical equipment. Today's connectivity initiatives risk repeating that pattern with a digital veneer. When Facebook launched Free Basics in 2013, promoting it as humanitarian internet access for the developing world, critics including Tim Berners-Lee noted it created the same kind of controlled access that colonial companies once established, offering limited services designed to extract data and build dependency on foreign platforms. India rejected Free Basics in 2016 after massive public protests, recognizing it violated net neutrality and digital sovereignty. Yet similar programs continue across Africa under different names.
The counterpoint is technologies like mobile money that represent genuine African innovation solving African problems. M-Pesa's success came from understanding that Kenya's informal economy needed financial infrastructure without requiring brick-and-mortar banks, a solution developed by Kenyans at Safaricom, not imposed by Western consultants. That model has now spread across 10 countries, processed $314 billion in transactions in 2024, and genuinely lifted millions from poverty. The lesson from history is clear: technology improves lives when communities control it and it serves their articulated needs, but becomes extractive when imposed from outside to serve foreign interests.
